Clouse Hill Reclamation Project

This is a twenty-four-month contract for the Clouse Hill Reclamation Project under the Tennessee Department of Environment and Conservation, with a maximum liability of $1,800,000. The scope includes reclamation of 84.5 acres of abandoned mine land, involving site clearing, grading, dewatering of mine ponds, construction of rock-lined channels and anoxic limestone drains, restoration of roads, and revegetation. All work must comply with Tennessee Highway Department specifications, FHWA traffic control standards, and industry benchmarks such as AASHTO and ASTM for materials including riprap rock, filter fabric, and limestone. Deliverables are subject to inspection and final acceptance at the project site in Grundy County, Tennessee, with performance required to meet stringent environmental and quality criteria, including water discharge standards and material durability thresholds. Contracts are awarded on a Lowest Price Technically Acceptable basis, meaning only fully compliant bidders are considered, with cost being the sole determining factor among qualified respondents. Mandatory requirements include professional licensing, Tennessee Department of Revenue registration, prohibition of illegal immigrant employment, and compliance with anti-boycott and foreign adversary restrictions under state and federal law. Contractors must certify they are not affiliated with prohibited telecommunications vendors such as Huawei, ZTE, Hikvision, or Dahua and must submit Form SF-LLL if non-federal lobbying funds were used. All submissions must be made electronically via the Tennessee Supplier Portal, with a deadline of August 26, 2026, and a mandatory pre-bid meeting on August 4, 2026. Invoicing is required through the portal with detailed invoice elements, and the contractor must provide remittance details and maintain current contact information. The State reserves the right to extend the contract by up to 180 days. All materials must be properly packaged and stored per specific conditions—filter fabric protected from sun and soil, grass seed kept between 35°F and 45°F, and plastic film stored away from sunlight. Record retention for all contract-related documents is mandated for five years. Contractors must also comply with FFATA reporting and ensure all subcontractors meet the same compliance obligations, including immigration and procurement restrictions.
