CLSU J-475-DB Campus Infrastructure Phase III

The Board of Regents of the University System of Georgia is soliciting design-build services for Project No. J-475, Campus Infrastructure Phase III, located at Clayton State University in Morrow, Georgia. The project focuses on the prioritized renewal and upgrade of campus utility systems, specifically domestic water, sewer, and storm water systems, as well as the creation of updated GIS as-built drawings. This work is critical because the existing infrastructure, primarily installed in 1968, has exceeded its reasonable life cycle. The estimated construction cost is 2,850,000 dollars, with a Guaranteed Maximum Price estimated at 3,100,800 dollars. Design-build services are anticipated to commence in Fall 2026, with construction documents expected by Summer 2027. The procurement follows a two-step process, beginning with a Request for Qualifications. Eligible firms must possess valid Georgia business and GC licenses and provide a notarized certification of truthfulness and a disclosure statement regarding potential conflicts of interest. Submissions must be uploaded in PDF format to the designated Egnyte site by September 15, 2026, and must not exceed 50 pages. Evaluation for finalists is based on the relevant experience of the project team, the proposed management plan, and team communications. Selected finalists will proceed to Step II to provide detailed fee proposals and cost breakdowns, including preconstruction and general conditions expenses. The project does not consider LEED certification.
