CMAR RFP - Ballistic Aero-Optics and Materials Range Phase 2 - Bryan, Texas

The Texas A&M University System Office of Facilities Planning and Construction is soliciting proposals for a Construction Manager at Risk (CMAR) firm for the Ballistic Aero-Optics and Materials Range Phase 2 project located at the RELLIS Campus in Bryan, Texas. The selected firm will be responsible for providing pre-construction services, including constructability guidance, cost estimates, and construction schedules, as well as establishing a Guaranteed Maximum Price and performing complete construction services. The project scope involves expanding the existing range to extend aero-optics capability beyond 1000m and hypersonic capability beyond 500m, which includes doubling the recovery tube length to approximately 610m and constructing a new Tail Building and at least two additional test buildings. The total planning amount for the project is 70,605,000 dollars, with 17,129,803 dollars specifically allocated for the construction contract, while the remainder covers fees, furnishings, and contingencies. Proposals must be submitted via e-Builder by 2:00 p.m. Central Time on September 3, 2026. Award selection will be based on best value, utilizing published selection criteria and ranking evaluations. Respondents are also required to submit a State of Texas Subcontracting Plan as part of their application.
