CMAR- SJL FACE & TeachUp Renovation

The Spring Independent School District is seeking a Construction Manager At-Risk (CMAR) for the Sheila Jackson Lee Family & Community Engagement Center & TeachUp Renovation project through a two-step Request for Qualifications process governed by Texas Government Code Chapter 2269, Subchapter F. The project, with an estimated construction budget of $5.2 million, involves interior renovations to TeachUp including office build-out and restrooms, as well as a multi-campus electrical project, with work to be performed in Texas. The selection process begins with a Statement of Qualifications submission due by 2:00 p.m. CST on June 22, 2026, evaluated based on personnel experience in Houston-area education projects, proposer’s reputation and track record in similar facilities, and safety record, with a maximum of five finalists advancing to the second stage. Finalists will submit detailed price proposals evaluated on project team competency and interview performance (30 points) and proposed CMAR cost components—CM fee, general conditions, and pre-construction services—where the lowest overall cost receives the maximum points. The contract will be structured under AIA A133-2019 and A201-2017 documents, as modified by the District, with payment based on Cost of the Work plus a Fee with a Guaranteed Maximum Price, requiring multiple GMP submissions including for early packages. The winning CMAR must provide payment and performance bonds equal to 100% of the contract sum within ten days of contract execution, comply with prevailing wage rates, and adhere to strict insurance requirements detailed in Exhibit B of AIA A133. All proposers must register on the District’s online bidding system, submit PDF documents through the Response Attachments tab, complete mandatory certifications including Conflict of Interest Questionnaire, W-9, criminal history background checks, and asbestos-free material certification, and ensure all employees are fingerprinted post-award. Final completion requires submission of record documents, completion of punch list items, issuance of a Certificate of Occupancy, warranty provisions, owner training, attic stock and spare parts, final operation and maintenance manuals, consent of surety for retainage release, and approval of all change orders and claims, with retainage withheld until all deliverables are satisfied. The award recommendation is scheduled for the Board of Trustees meeting on August 11, 2026.
