CMAR-SJL FACE & TeachUp Renovation

The Spring Independent School District is seeking a Construction Manager At-Risk (CMAR) to deliver the Sheila Jackson Lee Family & Community Engagement Center & TeachUp Renovation project through a two-step Request for Qualifications process. Interested parties must first submit a Statement of Qualifications, and qualified offerors will then be invited to submit a Price Proposal by the deadline of July 9, 2026, at 2:00 PM CST, via the district’s electronic bidding system, IonWave. Award recommendation is scheduled for the Board of Trustees meeting on August 11, 2026. The contract will be structured as a cost-plus-fee arrangement with a Guaranteed Maximum Price under AIA Document A133-2019, emphasizing value-based selection rather than low-price procurement. Evaluation of proposals will be based on a 100-point system prioritizing Scope of Services (35 points), Firm’s Overview (20 points), Relevant Experience and Expertise (20 points), Cost Proposal (15 points), and Professional References (10 points), with the award made through a trade-off analysis that considers both technical merit and price. Offerors must comply with mandatory certifications including Suspension and Debarment, Immigration & Security Compliance requiring E-Verify affirmation and a notarized affidavit if applicable, Conflict of Interest disclosure, Non-Collusion, and Confidentiality, all submitted as specified attachments. All personnel performing work must pass criminal background checks at a cost of $45 per individual, and the district enforces a smoke-free workplace policy. The project requires full compliance with ANSI/TIA-568, TIA-606, TIA-607, NEC 2023, and BICSI standards for cabling, labeling, and infrastructure, including plenum-rated Category 6/6A copper and singlemode/multimode fiber, with termination maps, as-built drawings, and certification documentation due upon completion. The contract includes a one-year initial term with four optional one-year renewals at the district’s discretion, and proposals must be submitted as a single PDF or multiple clearly labeled attachments through the vendor-registered IonWave portal, adhering strictly to a point-by-point response format with no page limits but potential disqualification for non-compliance.
