TITLE: F3T1TS8212AW01, Sole Source Acquisition for the purchase of Common Mission Debrief Program (CMDP) Upgrade The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Telspan Data, LLC, required items to be purchased are: This procurement will be sourcing manning hours to code/modify the current CMDP flight data retrieval system utilized by the flying squadrons to produce the data output into a 3D environment at Seymour Johnson AFB, NC. APPLICABILITY OF AUTHORITY: This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Common Mission Debrief Program (CMDP) was developed and is currently maintained by Telspan Data, LLC under federal contract FA2487-14-D-0120 for USAF. This includes software engineering requirements, version release upgrades and Acceptance Test Procedures (ATP's), maintenance, and configuration management for the main application, utilities, Dynamic Link Libraries (DLL's), real-time core filters, and Microsoft Windows services. Telspan Data, LLC performs Recorder Configuration File (RCF) and NSA approved CONOPS implementations for software modules. Telspan Data, LLC maintains Windows operating system compatibility requirements per USAF direction. Technical support performed by Telspan Data, LLC includes on-site test and debug, CMDP SharePoint site technical support, software download updates, help documentation, training materials and user specific CONOPS and procedures development and publications. Telspan Data, LLC personnel maintain SECRET/SAR clearances for specific CMDP on-site platform data performance testing. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 03 Aug 2018 at 10:00 A.M. EST.
