Between Occupancy Maintenance (BOM) Construction & Cleaning Services
Solicitation # W912PB-27-R-GBOM
The 409th Contracting Support Brigade is seeking information to establish a Germany-wide Multiple Award Task Order Contract (MATOC) for Between Occupancy Maintenance (BOM) to support IMCOM-E Housing. This anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract, featuring Firm Fixed Price task orders, has an estimated total ceiling of 249 million dollars over a ten-year period of performance starting in April 2027. The scope of work covers five United States Army Garrisons, including Bavaria, Ansbach, Rheinland-Pfalz, Stuttgart, and Wiesbaden, and is divided into three primary categories: commercial cleaning and janitorial services, interior maintenance and light trade repairs, and mold remediation and other specialized repair work. Qualified vendors must demonstrate the capacity to provide an integrated mix of services, utilizing dual-sequence scheduling to coordinate construction and cleaning within tight turnaround windows. All contractors are required to hold valid certifications to perform work in Germany, and any regulated trade work must be executed by subcontractors licensed under German Host Nation law. The prime contractor maintains sole liability for safety, quality control, and performance across all locations. Cleaning services will be managed via performance-based metrics and a Quality Assurance Surveillance Plan, while construction and remediation work will follow prescriptive technical specifications and the DFARS 252.246-7002 Warranty of Construction.
