The 409th Contracting Support Brigade is seeking information to establish a Germany-wide Between Occupancy Maintenance Multiple Award Task Order Contract (MATOC) to support IMCOM-E Housing requirements. This anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract, featuring Firm Fixed Price (FFP) Task Orders, has an estimated combined total ceiling of 249 million dollars over a ten-year period of performance consisting of two ordering periods. Performance is expected to commence in April 2027 and will cover several locations, including USAG Bavaria, USAG Ansbach, USAG Rheinland-Pfalz, USAG Stuttgart, and USAG Wiesbaden. The scope of work is divided into three primary categories: commercial cleaning and janitorial services, interior maintenance and light trade repairs, and mold removal and other repair work. Contractors will be responsible for full project execution, including planning, manpower, supplies, and material disposal. The government requires an integrated quality management framework where cleaning services are managed via performance-based outcome metrics and tenant acceptance, while construction and remediation work are held to prescriptive technical specifications and verified through government technical inspections. A key requirement for the selected vendors will be the implementation of a project management plan featuring dual-sequence scheduling to coordinate construction and cleaning within compressed turnaround windows.
