Performance Management Program Support: The Performance Management Program requires additional professional program management and administrative support to meet new legislative requirements and departmental directives. Current personnel resources are insufficient to sustain daily operations, respond to complex data calls, and conduct mandated quality assurance activities.
Case Management System (CMS) Modernization: Following a 2019 Department of Homeland Security (DHS) Office of Inspector General (OIG) report and a 2022 Secretary memorandum, the Coast Guard (CG) is required to meticulously track misconduct allegations and outcomes on a quarterly basis. The current CMS (implemented in 2025) must be modernized to accommodate incoming CG employee populations, incorporate additional data fields for complex cases, and generate specific reports for the Department and Office of Personnel Management (OPM).
