Synopsis:  Notice of Intent to Award a Sole-Source Contract


Announcement Number: 141017-26-0072


Project Title: Convening a Conference on Applications of Geospatial Technology for Coastal Management



The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office for Coastal Management (OCM), Charleston, SC office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with The Association of State Floodplain Managers (ASFPM), to assist NOAA and other partners in convening a conference on applications of geospatial technology for coastal management. The North American Industry Classification Code (NAICS) for this acquisition is 541620, Environmental Consulting Services, with a business size standard of $19 million.


Sole Source Justification


The purpose of this task is to assist NOAA and other partners in convening a conference on applications of geospatial technology for coastal management. The contractor, the Association of State Floodplain Managers (ASFPM), has extensive knowledge of the NOAA Office for Coastal Management’s primary conservation audience, coastal resource managers, and will be convening coastal resource managers across the nation at the Coastal Geo Tools 2027 conference. They have the ability to get the Office’s products and services into the hands of these coastal resource managers to be used for conservation with geospatial technology applications. This contractor is the one hosting and holding this conference therefore we cannot work with any other vendor.


Additionally, with ASFPM hosting this conference, they have thorough knowledge and experience with successfully conducting this conference as they exhibited in previous years all with receiving glowing comments. This contractor has been holding and hosting this event since 2015.


Special Notice


This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.  However, if an interested party believes that it is capable of meeting the requirements and is in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.  Responses can be sent via e-mail to Rebecca.Johnson@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.


All responsible sources may submit a Capability Statement in accordance with this notice, which shall be considered by the agency if received on or before 3:00 PM EDT on August 7, 2026. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
