The contract specifies the procurement of a non-slip coating compound identified by NSN 8010015506036, supplied in kits comprising components A and B totaling 18.9 liters (5 gallons), with a gray color matching Fed-Std-595, Color Number 36076. The item is classified as a Type II (Code 4) shelf-life item with a 12-month extendable shelf life, and packaging must strictly adhere to MIL-STD-2073-1E, Level B, using preservation method HM (humidity control) and dry storage conditions. All kits must be packed in a single box unless multiple boxes are necessary, in which case each must be marked with its sequence (e.g., 1 of 2) and include a complete contents list, with cushioning sufficient to prevent movement or damage during transit. Packaging and marking must comply with MIL-STD-129, including the use of Data Matrix barcodes for NSN, contract number, and other required data elements, along with special marking code 33 to indicate shelf-life status. The coating compound is subject to the revised OSHA Hazard Communication Standard (29 C.F.R. 1910.1200) and Global Harmonized System (GHS) requirements, mandating the submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) prior to award, as well as GHS-compliant hazard labels. Suppliers must ensure their employees are trained on these requirements. Delivery is FOB destination to Yokohama, Japan, with a 20-day delivery window from award date and a required delivery date of July 15, 2026. The Government retains inspection and acceptance authority at the destination point. The contract follows simplified acquisition procedures and incorporates DLA’s master list of technical and quality requirements referenced by R or I numbers. The contract type is not explicitly stated but is likely firm-fixed-price based on standard practice for such procurements. The purchase quantity is 4 kits, and invoicing must be submitted via Wide Area WorkFlow (WAWF). The contractor must comply with all applicable clauses including those related to employment eligibility, combating human trafficking, sustainable products, safeguarding covered defense information, and the prohibition of covered telecommunications equipment from restricted foreign entities. Additionally, the offeror must register in SAM, validate size status and socioeconomic certifications, and provide UEI and C
