Solicitation # FA945326XA001
The Air Force Research Laboratory, Space Vehicles Directorate, is soliciting white papers under CALL 017 of the Space Technology Advanced Research - Fast-tracking Innovative Software and Hardware (STAR-FISH) program. This effort, titled Secure by Design Space Vehicle (SDSV), aims to mitigate cyber threats to critical national space missions, including Satellite Communications, Intelligence, Surveillance, and Reconnaissance, Missile Warning/Missile Tracking, and Positioning, Navigation, and Timing. The project involves the research, design, development, and demonstration of a cyber-hardened space vehicle system, featuring the construction of a space vehicle flat-sat and a corresponding cyber range, software hardening, and both ground-based and on-orbit experimentation. The procurement follows a two-step process, beginning with the submission of unclassified white papers and rough order of magnitude cost estimates due by 1600 MST on November 13, 2026. Selected offerors will then be invited to submit full proposals. The government anticipates awarding multiple Cost Plus Fixed Fee contracts with a total estimated funding of 14 million dollars distributed from fiscal years 2027 through 2030. Awards will include a base period and two option periods. Eligible offerors must operate under NAICS code 541715 and maintain an approved accounting system. Submissions must be made via DoD Safe using the provided template and include the company's Unique Entity ID and CAGE code. Evaluation will be based on a weight of scientific evidence approach, prioritizing technical merit, relevance to DOD missions, and cost realism. Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.
