The contract FA4855-14-D-0001 pertains to the Contractor Operated Civil Engineering Supply Store (COCESS) and was originally set to expire on September 30, 2018. To ensure continuity of services, the Government plans to award a Firm Fixed Price, Sole Source Bridge Contract covering the period from October 1, 2018, to March 31, 2019. This bridge contract is necessary due to recent audit findings which revealed inadequacies in the existing contract oversight and the need for updated terms and conditions. The Air Force Installation Contracting Agency/Kansas City (AFICA/KC) and the Air Force Civil Engineer Center (AFCEC) are working collaboratively to develop new operating procedures and implement a revised pricing model for COCESS contracts, but these changes are still in progress. The bridge contract allows sufficient time to finalize these updates and conduct a competitive source selection for future contracts at Cannon Air Force Base. The contract is managed by the Department of Defense under the NAICS code 444130 and is based at Cannon AFB, New Mexico. Key points of contact include Tyler A Spiess and Brett Nidiffer, who serve as contracting administrators. The Government has confirmed adequate funding for this interim period, ensuring uninterrupted supply store operations while the revised contract structure and competitive procurement process are put in place. This action is critical for maintaining the logistical support necessary for civil engineering functions at the installation.

Full Description

FA4855-14-D-0001 is the current Contractor Operated Civil Engineering Supply Store (COCESS) contract, which expires 30 September 2018. The Government intends to award this action as a Firm Fixed Price, Sole Source Bridge Contract for the continuation of the COCESS supply store from 1 Oct 2018-31 Mar 2019. The customer has sufficient funding for this bridge contract. Recent audits of several COCESS contracts resulted in findings that the current terms and conditions of COCESS contracts do not provide adequate contract oversight. AFICA/KC and AFCEC are partnering to establish new operating procedures for all of the test bases and implement a new pricing model, however they are still being refined which is why this bridge contract is necessary. Executing a bridge contract for the performance of this contract will provide the needed time for AFICA/KC and AFCEC to develop and revise the COCESS format and for Cannon AFB to conduct a competitive source selection.
