AI Contract Overview

The U.S. Fish and Wildlife Service seeks to procure specialized equipment to support the long-term monitoring and reintroduction of salmonids to the San Joaquin River. The contract focuses on acquiring coded acoustic receivers and transmitters that operate at very low frequencies, specifically 180 kHz, which are critical for tracking the survival of juvenile salmonids. These receivers, developed by VEMCO, are noted for their small tag size suitable for juvenile tagging, long battery life, and compatibility with the existing VEMCO VR-100 mobile hydrophone owned by USFWS, enabling mobile tracking capabilities. This acquisition is intended to be sourced from VEMCO, as they are believed to be the only responsible supplier meeting the technical specifications. The notice indicates that this is not a solicitation for competitive bids but invites other interested entities to submit statements of capability by February 28, 2011, for evaluation to determine if a competitive procurement is warranted. The final decision to proceed with this non-competitive procurement or to open it competitively rests solely with the government. The purchase falls under the authority of specific Federal Acquisition Regulations, and the contracting office is located at the Department of the Interior in Falls Church, VA.

Full Description

The U.S. Fish and Wildlife Service (USFWS) has a requirement to support the reintroduction of salmonids to the San Joaquin River. The specifications of the receivers and transmitters (size, frequency in kHz, and transmitter battery life) are necessary to determine survival of juveniles through the system and will be long term monitoring. It is very important that the receiver equipment be able to preform in very low frequency. As authorized by parts 12 and 13 (especially 13.106-1(b)) of the Federal Acquisition Regulation (48 CFR Chapter 1), we intend to purchase these requirements from Vemco, Div of which we believe is the only responsible source reasonably available to provide them because the receivers are developed by VEMCO (180kHz) are the lowest frequency receiver with the small tag size needed for tagging juvenile salmonids and have a long battery life. The tags also work and can detect with the VEMCO VR-100 mobile hydrophone which is already owned by USFWS which provides mobile tracking. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later then 12:00 p.m. local time on February 28, 2011. Any such statements of capabilities and qualifications received by the deadline will be evaluated soley for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to complete this requirement based upon responses to this notice is solely within the discretion of the Government.
