The Air Force Life Cycle Management Center (AFLCMC) Human Systems Division has issued a Request for Information (RFI) to identify companies with expertise in technical textiles capable of evaluating and testing cold weather aviation multi-layered garments. This RFI is solely for information and planning purposes and does not constitute a solicitation or commitment for contract award. The goal is to gather market intelligence on potential service providers who can assess Government Furnished Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) cold weather garments against specific requirements outlined in the attached Statement of Objectives (SOO). The AFLCMC is particularly interested in understanding the respondent’s relationships with U.S. laboratory testing facilities, their textile testing capabilities, necessary labor categories, and their ability to complete the testing within a year once provided with the items. Responses will assist in market assessment and help inform future acquisition strategies. The RFI invites responses from both U.S. and foreign firms but emphasizes that the government will not compensate for any costs related to responding and will treat all submitted information as government property. Respondents are required to provide detailed company information including eligibility under various small business categories, NAICS code qualification, and ownership status. Questions must be submitted in writing by a specified deadline, and verbal inquiries will not be entertained. The government intends to facilitate information sessions to further clarify requirements and potentially provide feedback after evaluation of responses. This initiative supports the Air Force’s broader effort to enhance cold weather protective systems for aviators by ensuring the testing and evaluation framework meets operational needs and quality standards.
