Collection and Disposal of Downtown Waste

The Town of Huntsville is seeking a qualified service provider for the collection and disposal of waste and recycling within the downtown core, including side streets and Kent Park. The contract spans a three-year term from January 1, 2027, to December 31, 2029, with firm and fixed pricing required for the first year. The scope of work involves emptying approximately 25 waste/recycling receptacles and one dog waste container during the summer (May 1 to October 31) on Mondays, Wednesdays, and Fridays, and approximately 18 receptacles and one dog waste container during the winter (November 1 to April 30) on Mondays and Fridays. All collections must occur between 5:00 a.m. and 7:00 a.m., and the contractor is responsible for supplying and installing clear plastic liner bags after each service. Award decisions are based on a 100-point scale, with a minimum score of 60 required for consideration. Evaluation focuses heavily on experience and qualifications, while the ability to meet the service schedule and the provision of three client references from the past five years are treated as pass/fail requirements. The successful proponent must maintain significant insurance coverage, including 5 million dollars for Commercial General Liability and Owned Automobile Liability, and 2 million dollars for Non-Owned Automobile Insurance. Compliance with the Occupational Health and Safety Act of Ontario and WHMIS standards is mandatory. Payments are processed via Electronic Funds Transfer on NET 30 terms, with invoices submitted to the Town's Finance Department.
