EAST NORRITON TOWNSHIP NOTICE TO BIDDERS Bids will be accepted electronically via PennBid by East Norriton Township (hereinafter "Township") until 9:00 A.M., prevailing time on February 15, 2024 for the COLLECTION, RECYCLING, AND DISPOSAL OF RESIDENTIAL SOLID WASTE and SINGLE-STREAM RECYCLING FOR THE TOWNSHIP. All bids received will be publicly opened and read on February 15, 2024, at 10:00 A.M., prevailing time at 2501 Stanbridge Street, East Norriton, PA 19401. All bids and bid sureties submitted shall remain valid for a period of sixty (60) days from the time bids are opened. The Township will host up to two pre-bid meetings virtually, via Zoom on January 24, 2024 and February 7, 2024 at 10:00 A.M. prevailing time to discuss the specifications and answer questions. Attendance at either pre-bid meeting is MANDATORY. Meeting login information will be posted to PennBid. Failure to attend a mandatory pre-bid meeting will render a bidder ineligible to submit a bid proposal pursuant to these specifications. Bids, which must be submitted electronically via PennBid, will be publicly opened and read aloud at the East Norriton Township Municipal Building at 10:00 AM February 15, 2024. The bid award date shall be announced at the bid opening. All project documents can be obtained at no cost on PennBid. Specifications and information for bidders may also be obtained at the East Norriton Township Administration Building, 2501 Stanbridge Street, East Norriton, PA 19401, between the hours of 7:30 A.M. and 4:30 P.M., Monday through Thursday. Questions regarding the specifications shall be submitted electronically. No email or telephone inquiries will be accepted. Bid surety in the form of a certified check or bid bond in the amount of ten percent (10%) of the total bid is required, submitted as an unconditional guarantee that in the event the bid of the bidder is accepted, and the service contract awarded to him or her, such bidder will duly execute the same. The performance of the service contract shall likewise be duly secured by the required performance bond. All documents, bid surety, affidavits and other information accompanying the bid shall be scanned electronically and included in the PennBid submission. The successful bidder shall supply hard copies of all bid documents, including original bid bond and performance bond, to be supplied to the Township within ten (10) business days of notification of the bid award. The right is reserved by the Township, in the exercise of its sole discretion, to reject any and all bids when such action is deemed to be in the best interest of the Township. The Township reserves the right to waive any non-conformity with respect to any bid or any error with respect to the same which does not constitute a substantial departure from the general and detailed specifications herein set forth.
