Collins Aerospace Life Cycle Contractor Support Service (LCCS) for Tactical Mission Networking (TMN)

This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 Market Research and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.103-170(d)).

The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is issuing this Sources Sought Notice as part of market research to determine the availability of qualified sources capable of fulfilling an increased scope of work for the Collins Aerospace Life Cycle Contractor Support Service (LCCS) for Tactical Mission Networking (TMN) program. 

The Government currently intends to award this modification by executing a sole-source contract modification under the authority of FAR 6.302-1 and current RFO 6.103-1 ("Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”). The Government intends to modify the existing Firm Fixed Price (FFP) and Cost-plus-Fixed Fee (CPFF) contract with the incumbent contractor, Collins Aerospace (Cedar Rapids, IA) to incorporate additional an increase in both procurement activity of new core components and the number of items actively managed and repaired as part of the Life Cycle Contractor Support (LCCS).

The Government does not possess and cannot furnish the technical data required to

develop engineering descriptions, technical data packages, or specifications necessary

to permit full and open competition.

This is NOT a Request for Proposal (RFP). It is a market research tool being used to determine if a competitive acquisition is viable before finalizing Justification and Approval (J&A) amendment for a sole-source contract modification

The original contract award was for the Life Cycle Contractor Support for the primary hardware, to be installed on the supported aircraft depot level maintenance, depot level maintenance and repair, spare and repair parts management, sustainment, programmatic support, technical support, a reliability improvement program, technical supply management, on-site customer service support, source of technical data for publications and training, support and test equipment maintenance, new core components, and on-site training for unit personnel.

NAICS Code: The Agency has assigned North American Industry Classification System (NAICS) Code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) to the requirement, but interested sources can recommend other NAICS Codes for consideration. Standard Business Size is 1,350 employees.

All interested, capable, and responsible sources that believe they can perform this increased scope described above are encouraged to submit a Statement of Interest and Capability (not to exceed 10 pages) containing the following details:

Submission Instructions: Responses are to be submitted via email to Dr. Petrina Stack petrina.v.stack.civ@socom.mil and Teresa McCall teresa.a.mccall.civ@socom.mil and are due no later than 12:00 PM Eastern Standard Time on 28 September 2026 and must include the information requested below.  Responses greater than 10 double-sided pages (including all attachments) will not be considered. Late responses will not be accepted. This is strictly market research, and the Government will not take any questions at this time.

Respondents will not be notified of the results of the evaluation. The Government appreciates industry’s interest and thanks interested companies in advance for responding to the Sources Sought notice.

Qualified sources shall submit a statement of interest on sources letterhead demonstrating the source’s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:

1. Sources Profile to include:

1. Sources name and address;
2. Affiliate information: parent sources, joint venture partners, and potential teaming partners;
3. Year the firm was established and number of employees;
4. Two points of contact (names, titles, phone numbers and email addresses);
5. Unique Entity Identifier (UEI) and Commercial and Government Entity (CAGE) Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/:

Specific capabilities and experience for them to accommodate the increase in both procurement activity of new core components and the number of items actively managed and repaired as part of the Life Cycle Contractor Support (LCCS) contract without duplication of cost and schedule to the Government commensurate with savings.

Include a brief statement as to why each prior contract is relevant to this source sought notice and other relevant information. In addition, include proof of satisfactory past performance on the contracts with customer points of contact.

Please be advised that USSOCOM contracts for various IT, business, acquisition, technical, and staff support services, some of which require support contractor access to proprietary information submitted by other contractors during administration of this contract, known as “covered government support contractors”.  Execution of this contract constitutes approval to release the contract, contractor proposals, other contractor information, or proprietary data obtained during contract administration to Government Support Contractors who require access and have signed Non-Disclosure and Rules of Conduct/Conflict of Interest Statements.
