The U.S. Department of Energy’s National Energy Technology Laboratory (NETL) plans to award a non-competitive contract to the Colorado School of Mines for the development of a detailed Gas Hydrate Markup Language (GHML) report. This report is intended to provide a comprehensive outline and catalogue of keyword information extracted from various hydrate-related documents, papers, and publications. The GHML methodology outlined in the report will enable systematic tagging and cataloguing of these materials, facilitating efficient retrieval by database users while providing detailed course and author information. The contract will be awarded under the authority of FAR 13.501, allowing negotiation with a single source without a competitive bidding process. Although this is not a solicitation for competitive proposals, the Government invites interested parties to express their interest or submit proposals within fifteen days of the synopsis publication. The Department of Energy reserves the right to consider any received input solely to determine whether a competitive procurement may be warranted, but the final decision not to compete is at the Government’s discretion.
