The Federal Bureau of Investigation intends to award on a sole source basis a purchase order to Colt Defense LLC., 547 New Park Avenue, West Hartford, Connecticut 06110-1336 under RFQ-OSCU-0021323. Colt Defense LLC will provide commercial "off the shelf" miscellaneous Colt weapon parts compatible in make and quality with the large number of Colt carbines currently in FBI inventory. Colt carbines are utilized by Special Agents and other authorized Bureau personnel in a wide variety of high risk operations. Colt Defense LLC manufactures parts under International Standard Organization 9001 and all parts meet or exceed military specifications. All critical parts (i.e. bolts, barrels) are proof tested and Magna Flux tested. Substituting carbine parts not made to the manufacturer's standards and specifications could seriously degrade the functional reliability and performance of the Colt carbines used by the FBI. This would needlessly endanger the lives of Bureau personnel and those that the agency protects. The FBI currently maintains a specific parts inventory to support Colt Defense carbines. These parts are only used with Colt Defense carbines and are not used on other Colt pattern carbines. The use of parts not manufactured to the standard and specifications of the manufacturer may subject the FBI to needless potentially significant additional expense in the event of a failure. This sole source acquisition meets the conditions of FAR 6.302-1 and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements may submit a capability statement no later than April 6, 2015 at 3:00 PM (EST) to Point of Contact Debora P. Manley, Federal Bureau of Investigation @ Debora.Manley@ic.fbi.gov with reference to RFQ-OSCU-0021323. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. The North American Industry Classification System code is 332994 with a small business size standard of 1,000 employees. The awardee shall be registered in the System for Award Management database at www.sam.gov. The anticipated award date is on or before April 10, 2015. The notice will be distributed solely through the Federal Business Opportunities website (www.fedbizopps.gov).
