Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The NAICS code for this acquisition is 541330 and the size standard is $38.5M (for Military and Aerospace Equipment and Military Weapons). This is not a small business set aside, however, small businesses are encouraged to pursue teaming arrangements. The CMSS RFP will be provided upon request to potential offerors via e-mail. Classified documents will be provided separately through appropriate channels. To request access to the classified Bidder's Library, interested and eligible potential offerors should send their request to both Mr. Stephen Taylor, at stephen.taylor.2@us.af.mil, (310) 416-1618, and to Ms. Qiana Winn, qiana.winn.1.ctr@us.af.mil, (310) 416-1524. Mr. James Tisdale, james.tisdale.4@us.af.mil, (310) 653-1889, has been appointed as an ombudsman to facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, Contracting Officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with the ombudsman, interested parties must first address their concerns, issues, disagreements, or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. All such inquiries shall be directed to the Contracting Officer.
