1.0 Description


The 30th Contracting Squadron is conducting market research to identify potential sources for the procurement and installation of a new telescopic bleacher system for the Youth Center Gymnasium at Vandenberg Space Force Base (VSFB).


The objective is a turn-key solution that includes the professional delivery and installation of the new bleacher system. This is a Sources Sought Notice/Request for Information (RFI) only. This is not a solicitation for proposals, and no contract will be awarded from this notice.


2.0 Background


In accordance with DAFI 34-144, the previous bleachers were removed for safety reasons and to accommodate new flooring. To ensure the gymnasium can continue to offer youth sports, host events, and adhere to Air Force standards, new, safe, and modern bleachers are required.


3.0 Minimum Specifications


The Government is seeking a complete bleacher system that meets the following minimum requirements:


  • Type: Telescopic, manually via provided operating handles AND/OR electronically operated using standard US 110V, 115V, or 120V.
  • Configuration: 4 rows high by approximately 57 feet 3 inches wide.
  • Row Dimensions: 9-5/8” rise per row and 24” row spacing.
  • Decking: Clear, UV resistant finished decks.
  • Seating: Courtside XC10” polymer seats or an equivalent model.
  • Aisles & Steps: Two (2) aisles featuring intermediate steps, aisle rails, and hinged front aisle steps.
  • Safety Rails: Self-Storing end guard rails.
  • Services: A complete turn-key solution including professional delivery and installation. Installation is to be performed during regular business hours (Monday-Friday, 0700-1700).
  • Timeframe: Installation should take no longer than 5 days to complete once all equipment has been delivered on-site. The delivery and installation timeframe is anticipated between June and September 2026.

4.0 Information Requested from Vendors


Interested parties are requested to provide a capabilities statement that addresses the following:


  1. Company Information: Company Name, Address, Point of Contact (Name, Email, Phone), CAGE Code, and Unique Entity ID (UEI).
  2. Business Size: Please identify your business size (e.g., Small Business, 8(a), HUBZone, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, etc.) under the NAICS code that best fits this requirement.

5.0 Regulatory Authority and Acquisition Strategy:


This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101 and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (DoW) guidance, including DFARS Deviation 2026-O0003 and 2026-O0028.


Please note the following:


1.  This is a Presolicitation Notice, NOT a Request for Quotations (RFQ). A solicitation document does not currently exist and will not be posted to the Governmentwide Point of Entry (GPE / SAM.gov) or the PIEE Solicitation Module at this time.


2.  Following the conclusion of this mandatory 15-day posting period on 20 May 2026, the Government intends to directly solicit quotations from at least three (3) selected sources capable of meeting the requirement, in accordance with RFO 12.201-1(c)(2).


3.  The Government does not intend to award a contract based on this presolicitation notice or to pay for the information solicited herein. This notice is issued solely for informational and planning purposes.


Instructions for Interested Parties:


Although the Government intends to directly solicit quotes from selected vendors after this notice expires, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in determining the final list of vendors to solicit.


Interested parties wishing to demonstrate their capability to fulfill this requirement must submit the following information via email no later than 14 May 2026 @ 16:00 hrs. PST to emails page 1.


6.0 Submission Instructions


Please submit your capabilities statement and requested information via email to the Point of Contact listed above no later than the response due date. The subject line of the email should read: "Response to Sources Sought Notice: Youth Center Gymnasium Bleachers [Telescopic]."
