The Department of Defense, specifically the Norfolk Naval Shipyard, is soliciting a sole-source contract under RFQ N4215826QE058 for the Radioactive Liquid Waste Processing Process Controls Replacement, which involves a PLC upgrade. This procurement is being awarded to Systems East, LLC, utilizing simplified procedures for commercial products and services. The sole-source justification is based on the fact that the necessary drawings, schematics, and design data are proprietary to the original designer, preventing the government from releasing them for competitive bidding. The project falls under NAICS code 541512 and PSC J066, with performance taking place in Portsmouth, Virginia. This announcement serves as the only solicitation and is not a request for competitive proposals. The response deadline for this action is 1:00 PM EDT on September 18, 2026.
