Combined Synopsis/Solicitation for Pressure-Based Flow Control System

The National Institute of Standards and Technology (NIST) is soliciting a firm-fixed-price quotation for a precision pressure-based flow control system to support its CHIPS R&D Metrology Project 7.03 at its Gaithersburg, Maryland campus. The system must include four pressure output channels, two flow input channels, low/high-range flow sensors with ±5–10% accuracy, switching microvalves, four fluid reservoirs, and custom Windows 11-compatible software for real-time control, data visualization, and offline analysis using Matlab or Python. All equipment must be new, non-prototype, shipped in original manufacturer packaging, and accompanied by full documentation. The contractor is responsible for installation, training for up to two NIST users within five business days of delivery, and a 12-month warranty. Delivery must occur no later than eight weeks after receipt of order, with F.O.B. Destination terms placing all shipping costs and risks on the contractor until acceptance at NIST’s Shipping & Receiving facility at 100 Bureau Drive, Building 225, Gaithersburg, MD 20899. Evaluation is conducted on a Lowest Price Technically Acceptable (LPTA) basis, where technical capability is a binary pass/fail gate requiring full compliance with all minimum requirements in the Statement of Work; failure to meet any single requirement results in rejection regardless of price. Only technically acceptable quotes are considered for price evaluation, with no trade-offs permitted between technical merit and cost. The solicitation requires a three-volume submission: Volume I detailing technical compliance with the Statement of Work, Volume II containing a firm-fixed-price quotation valid for 90 days, and Volume III addressing all applicable provisions and clauses listed in Attachment 2. Pricing is not provided in the solicitation, and no contract value estimate is available. Invoicing must be submitted electronically via the Treasury’s Invoice Processing Platform (IPP) or via email to INVOICE@NIST.GOV under NIST LOCAL-54 and NIST LOCAL-56, with waivers required for non-compliance. Contractors must be registered in SAM.gov with a valid UEI and CAGE code, and must comply with the Buy American Act, prohibitions on restrictive confidentiality agreements, restrictions on covered telecommunications equipment, and other statutory requirements including the Fly America Act, Truth in Negotiations Act, and Anti-Kickback provisions.
