This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested; and a written solicitation will not be issued. Solicitation Number HSCG44-11-R-PC2112 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51 effective April 1, 2011. This is an unrestricted requirement. The North American Industrial Classification System (NAICS) number is 334119, Other Computer Peripheral Equipment Manufacturing and the business size standard is 1,000 employees. This announcement is to solicit interest for establishment of a Single Award Fixed Price Indefinite Delivery/Indefinite Quantity Type Contract for supplies and services in connection with Command and Control Display Systems. The purpose of this acquisition is to replace the current Command Center Display Systems with a new state of the art display system. This system will be deployed to Coast Guard Area, District and Sector Command Centers. The new system is needed to meet Coast Guard's increasing homeland security responsibilities and traditional mission objectives. It will also provide additional capabilities over the existing system. These include 24/7 maintenance support; capability to accept multiple inputs from sources with different classifications (sensitive, secret, etc.); and allow for screen layout adjustments that will allow Command Centers to effectively manage various missions and emergency events. The places of performance will be at Coast Guard Areas, Districts, and Sector Command Centers located within the continent of the United States, Alaska, Hawaii, Puerto Rico, and/or Guam. In addition, this requirement will be used to procure display systems for Department of Homeland Security (DHS) Interagency Operations Centers (IOCS) currently under development. The ordering period for all task orders issued under these ID/IQ contract will be 120 months. The Contract will be awarded to one (1) company. The first five years of this contract vehicle will be for purchase of the equipment with maintenance procured over a 10 year period. Firm-Fixed-Price Task Orders will be issued to fulfill the Governments requirements. The Indefinite Delivery/Indefinite Quantity (IDIQ) Contract Statement of Work (SOW) is hereby attached as a separate document.
