The Department of Defense, through Commander Navy Region Hawaii, has issued a Request for Information/Sources Sought notice to conduct market research regarding the upgrade and support of the Lenel OnGuard Enterprise access control system at Joint Base Pearl Harbor-Hickam. The Government currently operates version 8.2 and seeks commercial sources capable of providing the upgrade to version 8.3, along with associated software licensing, database upgrades, and professional support. The upgrade aims to maintain system stability, support native M-Series hardware panels, ensure compatibility with Microsoft SQL Server 2022, and preserve manufacturer support within the existing proprietary system environment. While the Government is considering a brand-name acquisition due to compatibility and operational requirements, this notice is issued to assess industry capability, interest, competition, and acquisition strategy without any commitment to procurement. Interested vendors are requested to submit concise capability statements addressing their ability to meet the upgrade requirements or propose alternatives that maintain full compatibility and operational integrity with the existing system. Submissions should also include company details, business size information, any relevant GSA contract details, and may include questions or recommendations related to the draft Statement of Work. Responses are voluntary, will not be reimbursed, nor guarantee any contract award. The notice is intended to inform acquisition planning and ensure appropriate competition, small business participation, and justification for potential restricted brand-name procurement. Responses must be submitted electronically by June 3, 2026, to the designated contracting officer, with no telephone inquiries accepted.
