The National Geospatial-Intelligence Agency (NGA) is extending the period of performance for its contract with Fugro EarthData, Inc., located in Frederick, Maryland, for the procurement of Global Geospatial Intelligence (GGI) airborne radar commercial imagery products. This extension, from January 13, 2010, to September 30, 2010, allows NGA continued access to Fugro’s specialized sensor capabilities and geopolitically relevant products while finalizing a competitive acquisition strategy for a follow-on contract. The extension is considered the most effective method to fulfill critical operational requirements during this interim period. Under this sole-source contract modification, Fugro will provide high-resolution radar imagery and radar-based map products that are operational regardless of time of day or adverse weather conditions such as cloud cover, rain, snow, or dust. This capability is essential to NGA's geospatial intelligence mission given the need for consistent and reliable imagery. It is important to note that other geospatial services available under the existing GGI contracts will not be ordered under this extension. The contract falls under NAICS code 541370, pertains to the Department of Defense, and is managed by Contract Specialist Andrew S. Kohler.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
