The National Geospatial-Intelligence Agency (NGA) is extending the contract with Intermap Federal Services, Inc. to continue procuring Global Geospatial Intelligence airborne radar commercial imagery products. This extension modifies the existing agreement by lengthening the period of performance from January 13, 2010, through September 30, 2010. The extension ensures NGA maintains access to unique dual-band Interferometric Synthetic Aperture Radar data (X-band and P-band) from Intermap, the sole source provider, while the agency finalizes a competitive acquisition strategy for subsequent contracts. This contract specifically covers the procurement of IFSAR imagery products and excludes other geospatial services available under existing Global Geospatial Intelligence contracts. The arrangement is deemed the most efficient way to satisfy urgent operational needs during the interim period before a new contract is awarded. The contracting office managing this modification is located in Springfield, Virginia, and the contract’s place of performance is in Englewood, Colorado, where Intermap is based. The designated contract specialist responsible for this agreement is Andrew S. Kohler.

Full Description

The National Geospatial-Intelligence Agency (NGA) intends to extend the period of performance via a contract modification to Intermap Federal Services, Inc. (Intermap) at 8310 S Valley Hwy, Ste 400, Englewood, CO 80112 for procurement of Global Geospatial Intelligence (GGI) airborne radar commercial imagery products on a sole-source basis. The period of performance will be extended from 13 January 2010 to 30 September 2010. The extension will provide NGA access to simultaneously collected X-band and P-band Interferometric Synthetic Aperture Radar (IFSAR) data products from the only available source while the acquisition strategy for a competitive follow-on contract is finalized. This contract extension represents the most effective approach to meet critical customer operational requirements pending the new contract. Other geospatial services available under existing GGI contracts will not be ordered by NGA under this contract. See Note 22.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
