The National Geospatial-Intelligence Agency (NGA) plans to extend the existing contract with Fugro EarthData, Inc. to continue procuring Global Geospatial Intelligence (GGI) airborne radar commercial imagery products. This extension will run from January 13, 2010, through September 30, 2010, allowing NGA ongoing access to Fugro’s advanced sensor capabilities and geopolitical products. The extension ensures uninterrupted support for critical operational requirements while NGA finalizes a competitive acquisition strategy for a follow-on contract. The products supplied under this extension include high-resolution radar imagery and radar-based map products that function effectively in all weather conditions and during both day and night. Notably, NGA will not order other geospatial services under this extension beyond those related to the airborne radar imagery. The contract is sole-source, reflecting NGA's selection of Fugro EarthData for their unique sensor capabilities. The procurement is aligned with NAICS code 541370 and is managed through the Department of Defense office based in Springfield, VA, with performance of work occurring at Fugro’s location in Frederick, Maryland. The point of contact for this contract is Contract Specialist Andrew S. Kohler. This extension represents a critical interim solution to maintain NGA’s operational geospatial intelligence capabilities during the transition to a new contract.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
