Notice Type: Sources Sought / Request for Information (RFI)
Title: Commercial Bottled Water Supply and Delivery Support – Republic of Peru (SOUTHCOM AOR)
Issuing Agency: Defense Logistics Agency (DLA) Troop Support – Subsistence
NAICS Code: 312112 (Bottled Water Manufacturing)
PSC Code: 8960 (Beverages, Nonalcoholic)
Response Due Date: 04 December 2026 at 1500 EST

1.) Disclaimer & Purpose

BLUF: The Defense Logistics Agency (DLA) Troop Support is conducting market research to identify qualified commercial sources capable of manufacturing, bottling, and delivering potable bottled water to U.S. Department of War (DoW) / U.S. Army personnel operating within the Republic of Peru.

Per FAR Part 10 (Market Research) and FAR 15.201(e), this notice is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in responding to this notice.

 2.) Scope of Requirement

DLA Troop Support anticipates a requirement for recurring commercial delivery of packaged potable water to designated locations within Peru.

Requirement Element & Specification / Details

Product Types

Individual bottled water cases (e.g., 500 mL / 1 Liter bottles) and/or 5-gallon (approx. 18.9–20 Liter) polycarbonate/PET water jugs.

Delivery Cadence

Multiple scheduled deliveries per week (FOB Destination) to designated U.S. military operating locations in Peru.

Packaging & Labeling

Commercial-grade, tamper-evident sealed containers compliant with U.S. and Peruvian food safety and potable water standards.

Shelf Life

Minimum remaining shelf life of 6 months upon delivery.

3.) Mandatory Quality, Sanitary & Contracting Requirements

To be eligible for a future contract award, interested vendors and their production facilities must satisfy two critical gates:

Gate 1.  Sanitary Approval (APHC Audit)

Mandatory Requirement: All water bottling/manufacturing plants must be listed in the Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement (per MIL-STD-3006 / AR 40-657).

Action / Threshold: If already approved: Provide your plant establishment number.
If not currently approved: The production facility must undergo and pass an initial on-site sanitary audit conducted by the U.S. Army Public Health Command (APHC) / Veterinary Services prior to contract award or product delivery.

Gate 2. SAM.gov & CAGE / NCAGE Registration

Mandatory Requirement: Vendors contracting directly with DLA must possess an active registration in the System for Award Management (SAM.gov), a Unique Entity ID (UEI), and a Commercial and Government Entity (CAGE) or NATO CAGE (NCAGE) code.

Action / Threshold: Alternative Fulfillment Model: If a local Peruvian bottler does not possess an NCAGE code, DLA will also consider responses from U.S. or multinational corporate headquarters/prime distributors that hold an active CAGE code and can fulfill orders via their local Peruvian bottling subsidiary or partner (PROVIDED the local Peruvian production plant undergoes the mandatory APHC sanitary audit).

4.) Requested Information from Interested Vendors

Interested parties are requested to submit a brief capability statement (no more than 5 pages) addressing the following questions:

Question / Information Requested

1. Company Information: Legal business name, physical address of corporate office, Point of Contact (POC) name, email address, and telephone number.

2. Production Facility Location: Exact physical address of the bottling plant(s) in Peru where the water will be produced and bottled.

3. Registration Status: Do you currently hold an active CAGE or NCAGE code and SAM.gov registration? If yes, please provide the CAGE/NCAGE and UEI. If no, are you willing to register, or can you contract through a U.S./multinational parent company that holds an active CAGE code?

4. APHC / DoW Sanitary Audit Status: Is your Peruvian bottling facility currently listed on the DoW Sanitarily Approved Food Establishments Directory? If not, confirm your willingness to host U.S. Army Public Health Command (APHC) auditors for an initial sanitary inspection and provide any current international food safety certifications held (e.g., HACCP, ISO 22000, FSSC 22000, NSF, or DIGESA Peru sanitary registration).

5. Product & Distribution Capabilities: Confirm your ability to supply both cases of bottled water and 5-gallon jugs, your maximum weekly production/delivery capacity, and which regions/cities in Peru your logistics network covers.

5.) Submission Instructions

Please submit responses via email (in English) no later than 04 December 2026 at 1500 EST to:
