The contract under solicitation number 1331L524R13OS0005, titled "Commercial Data Hub Pilot Program," is issued by the Department of Commerce (DOC) Enterprise Services-Acquisition office to procure commercially available data to support DOC’s mission in economic growth, innovation, and data-driven federal initiatives. This solicitation is an open and continuous one, recently extended to remain open through December 31, 2026, allowing suppliers flexibility in submitting proposals over time. The contract type is fixed-price and aligned with FAR Part 12 for acquiring commercial products and services under NAICS code 519290, related to Internet Publishing and Broadcasting and Web Search Portals. The pilot program’s primary goal is to consolidate and enterprise-wide acquire commercial data sets to avoid redundant purchases, increase data sharing across DOC bureaus, and enhance the availability of standardized, accessible data supporting various DOC programs in sectors including business governance, consumer trends, financial and health data, telecommunications, transportation, real estate, and supply chain insights. Vendors are required to deliver commercially available data through flexible data delivery mechanisms, such as APIs or cloud storage solutions, without strict volume or content requirements, emphasizing relevance, timeliness, quality, and auditability. The Government retains unlimited rights to all data and deliverables provided, ensuring unrestricted usage and dissemination within the enterprise. Accessibility requirements under Section 508 compliance are mandated for electronic information technology deliverables. The evaluation criteria prioritize technical merit, with particular attention to data relevance and delivery standards, followed by past performance and business price considerations, with an award strategy based on trade-offs among these factors. The contract includes key FAR clauses addressing commercial item acquisition, ethics, whistleblower protections, reporting and compliance requirements, and trade agreements restrictions. Special provisions address organizational conflicts of interest, data rights, security and privacy controls, and clear guidance for unauthorized instructions and public communications. Work is performed offsite, with deliveries inspected and accepted at the DOC’s Washington, D.C. location. Proposals must be submitted in three volumes—technical, past performance, and business and price—with specified page limits, encouraging thorough review of the solicitation documents and contact with designated points of contact for inquiries. The program encourages broad participation, including small and socioeconomically disadvantaged businesses, under an open solicitation designed to facilitate flexible, ongoing acquisition of a variety of commercial data sets to support DOC’s enterprise data strategy.

Westlaw Legal subscriptionsThe District of Columbia Department of Buildings anticipates procuring legal services subscriptions through a software-based platform, with the forecast published on July 23, 2026. This initiative aims to provide continuous access to legal research and compliance tools, likely supporting personnel in regulatory enforcement, code interpretation, and legal decision-making within the agency. The procurement is listed as a forecast, indicating it is in the planning phase and not yet active for bidding, with no specific solicitation number, set-aside classification, or NAICS code provided at this time. The services are intended to enhance operational efficiency and ensure adherence to legal standards in building permit reviews, inspections, and code compliance activities. There is no designated point of contact or detailed place of performance specified, suggesting that the services may be delivered remotely via cloud-based software, with usage accessible to authorized staff across the agency’s operations. The lack of geographic restriction implies that the subscription will be utilized digitally from any location where DOB personnel have system access. The contract is expected to support ongoing legal research needs, potentially integrating with existing workflow systems, and will likely require robust security, user management features, and regular content updates to remain compliant with evolving local, state, and federal regulations. Interested vendors should monitor for a future solicitation to submit proposals.
