The Transportation Security Administration (TSA) intends to contract using other than full and open competition for a commercial online internet subscription tool that provides the ability to perform ad hoc queries of flight data for planning and analysis purposes. OAG Worldwide Aviation is the only known provider of its proprietary online analyzer tool for flight data. The subscription tool eliminates the need to manually pull queries from multiple databases, thus saving time and resources. Accordingly, the TSA intends to award a contract to OAG Worldwide Aviation LLC, 801 Warrenville Road, Suite 555, Illinois. 60532. This contract will address the requirements of Office of Security Operations (OSO), Office of Security Capabilities (OSC), and Office of Global Strategies (OGS) need for an online analyzer tool for flight data. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
