This contract action is a fixed price and cost reimbursement contract awarded on a sole source basis using FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as the justification.


This effort is to update the Common Organizational Level Tester (COLT) and Accessory Kit to the new combined COLT Receiver Interface Modification (CRIM)/Tech Refresh baseline previously established under a delivery order for Tech Refresh and a delivery order for CRIM.  This baseline will be referred to as the COLT +.  This effort shall include hardward and software updates to expand the COLTs current capability.  Delivery of the COLT Technical Data Package which shall provide unlimited data rights to the government is also included in this delivery.  This effort also includes Gap Analysis and a joint COLT modernization roadmap to explore future TPS capabilities and expand lifecycle and capability of the COLT.
