The Hawaii Department of Human Services is seeking proposals to provide Community-Based Residential Services for minor youth across all islands in Hawaii. The contract aims to secure guaranteed bed spaces for vulnerable youth aged 10 to less than 18 who are involved in or at risk of involvement with the juvenile justice system. The targeted youth include those involved in status offenses, chronically truant or school dropouts, runaways, youth considered beyond parental control, homeless or unsheltered youth, pregnant minors or underage parents, and youth identifying as LGBTQIA+. The program also prioritizes youth facing multiple risk factors such as poverty, family instability, child maltreatment, community violence, lack of educational and community resources, behavioral challenges, and transient living situations. These youth are often overrepresented in the juvenile justice system and are at heightened risk for negative outcomes, especially when multiple risk factors coexist.
