Community Center & Town Hall Architectural Services

The Town of Volney is soliciting architectural services for the development of a new Community Center and Town Hall located at 1445 County Route 6, Fulton, New York. The project scope encompasses five primary phases: schematic design, design development, preparation of construction documents, bidding and award assistance, and construction administration through closeout. The selected firm will be responsible for coordinating all architectural, engineering, technology, security, and interior design services, providing final deliverables in electronic PDF and editable CAD or Revit formats. The estimated total project budget is approximately 5,850,000 dollars, funded by a 4,674,320 dollar NY BRICKS grant and Town reserves. The contract term is three years, with the possibility of two one-year extensions. The selection process is based on a qualifications-based evaluation where fees are not reviewed initially. Firms are evaluated on public work experience, experience with NYS BRICKS or other grant agencies, project team qualifications, approach, and references. Once the highest-ranked firm is identified, the Town will open the sealed fee proposal to negotiate the scope and schedule. Applicants must submit their qualifications and a separately sealed fee proposal, including a signed non-collusion certification, by 3:00 p.m. on November 12, 2026. Requirements include compliance with New York prevailing wage laws, specific general liability insurance coverage of 1,000,000 dollars per occurrence, and a commitment to equal opportunity and nondiscrimination, with encouraged participation from certified MWBE and SDVOB firms.
