Community Forest Management Plan - Tree Watering

The County of Los Angeles Department of Economic Opportunity is soliciting proposals under solicitation number CFMP-04 to contract with an organization for the Community Forestry Management Plan Tree Watering Project, which involves watering 1,100 newly planted street trees across unincorporated Los Angeles County over a three-year period, with an option to extend the contract through March 31, 2029. Proposers must submit two volumes—Business and Cost Proposals—electronically via email to the designated point of contact, adhering strictly to formatting requirements including searchable PDFs and a three-page budget narrative. The contract mandates stringent security and compliance conditions including fingerprint-based background checks for all staff and subcontractors, annual cybersecurity training, perpetual confidentiality of County non-public information, and a total prohibition on subcontracting without prior written approval. Contractors must also comply with California-specific requirements such as organic waste recycling laws and provide valid certifications for any claimed socioeconomic preferences like Local Small Business Enterprise, Disabled Veteran Business Enterprise, or Social Enterprise status.
