Community Park Restroom Construction

The City of Pontiac, Michigan, through its Housing Vitality Division, is soliciting proposals for the design and construction of new public restroom facilities at Aaron Perry Park, Jaycee Park, and Oakland Park. The project requires the delivery of durable, vandal-resistant, and ADA-compliant facilities, encompassing everything from site review, excavation, and utility coordination to final installation and closeout. Proposers may offer either stick-built or prefabricated solutions. The project is funded via Community Development Block Grants (CDBG), necessitating strict adherence to 24 CFR Part 570, Title I of the Housing and Community Development Act of 1974, and potential federal requirements such as Davis-Bacon labor standards and the Build America, Buy America Act. The successful contractor must complete the work within 365 calendar days of the Notice to Proceed and provide a progress schedule within ten days of the Notice of Award. Comprehensive bonding is required, including bid, performance, labor and material, and maintenance bonds. Proposals are due by October 30, 2026, via the OpenGov portal and are evaluated based on company experience and cost, with a minimum passing score of 80 points required for award. Payment is issued on a Net 30 basis following monthly detailed invoicing. The City reserves the right to award the contract based on the lowest price, most competitive bid, or best overall value.
