Community Services Block Grant (CSBG) Performance Management, Data Collection, and Compliance Support

The Office of Community Services within the Administration for Children and Families is soliciting proposals for a three-year cooperative agreement to provide comprehensive performance management, data collection, and compliance support to the Community Services Block Grant network. The selected organization will deliver year-round technical assistance and training to states, territories, tribes, and eligible entities to enhance data quality, improve outcome measurement, strengthen reporting for the annual CSBG Report to Congress, and address non-compliance issues identified through monitoring. This initiative builds upon prior efforts to expand a national infrastructure for CSBG performance excellence by translating data into actionable insights that drive program improvement and accountability. The work will be conducted nationwide through a combination of virtual and in-person activities, with primary performance sites defined by the applicant and up to 29 additional sites permitted, and spans a project period from September 30, 2026, to September 29, 2029, structured as three separate one-year budget periods with a total estimated funding of $650,000. Proposals must demonstrate strong organizational capacity, including clear roles for key personnel, documented expertise in federal performance systems, and a robust framework for fiscal oversight under 45 CFR Part 75 and 2 CFR Part 200. Applicants are required to align their approach with ACF’s mission, priorities, and guiding principles, with a bonus opportunity to support the “A Home for Every Child” initiative. Evaluation emphasizes merit-based selection based on resources and capabilities, alignment with ACF goals, budget reasonableness, and the quality of the performance and evaluation plan, which must include strategies to reduce fraud, waste, and abuse. The submission package must not exceed 75 pages across both narrative and attachment files, with specific documents such as legal proof of status, indirect cost agreements, organizational charts, and third-party commitments included as attachments. All applicants must maintain an active UEI in SAM.gov, and small businesses must provide certification per SBA size standards. There are no CLINs or traditional contract line items; instead, funding is awarded as a cooperative agreement with substantial federal involvement in oversight, review, and approval of deliverables including training modules, toolkits, quarterly and semiannual reports, and an end-of-project final report. Proposals must be submitted electronically via Grants.gov by August 24, 2026, and will undergo a pre-award risk review for awards exceeding $250,000 to verify responsibility and compliance with legal restrictions.
