Community Services Block Grant (CSBG) Performance Management, Data Collection, and Compliance Support

The Office of Community Services within the Administration for Children and Families is seeking a single organization through a competitive cooperative agreement to provide nationwide performance management, data collection, and compliance support for the Community Services Block Grant program. This effort aims to strengthen outcomes across states, territories, and eligible entities by enhancing data quality, improving outcome measurement, and ensuring accurate reporting required for the annual Report to Congress. The selected entity will deliver targeted training and technical assistance to help CSBG network partners translate data into actionable strategies that improve program effectiveness, accountability, and responsiveness to identified compliance issues uncovered during monitoring visits. This initiative builds upon a previous funding opportunity and expands the existing CSBG Performance Management Framework by placing greater emphasis on practical, on-the-ground capacity building. The awardee will support consistent implementation of performance standards, facilitate the correction of non-compliance findings, and strengthen systems for data-driven decision making. The contract will require close collaboration with federal, state, and local stakeholders to ensure alignment with federal requirements and to promote continuous improvement in service delivery. Applications must be submitted by August 24, 2026, and all activity under this agreement will support the Department of Health and Human Services’ broader goals of equity, impact, and organizational accountability within community-based poverty alleviation programs.
