Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA)

The Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA) cooperative agreement aims to strengthen the administrative and programmatic capacity of tribes and tribal organizations by providing tailored training and technical support to improve their management of CSBG funds. This three-year initiative, running from September 30, 2026, to September 30, 2029, with funding capped at $500,000 for the entire period, targets critical gaps in tribal infrastructure by delivering culturally responsive assistance in areas such as federal compliance, budgeting, financial reporting, internal controls, data-driven program improvement, community needs assessments, and the development of CSBG plans that reflect tribal priorities and sovereignty. The recipient will facilitate peer learning among tribal grant recipients, support the effective use of CSBG funds for housing and economic stability initiatives aligned with the A Home for Every Child administrative priority, and ensure all activities comply with 2 CFR Part 200, the HHS Grants Policy Statement, and other federal requirements. Performance is expected nationwide through a combination of virtual and in-person engagement across tribal communities, with up to 29 additional performance sites allowed. Applicants must demonstrate proven organizational capacity through audited financial statements, fiscal control systems, and evidence of prior success working with tribal populations. Key requirements include submitting detailed resumes and letters of commitment from subject matter experts, formal agreements with third parties, robust systems for protecting personally identifiable information, and a comprehensive performance evaluation plan with measurable outcomes. Proposals must be submitted electronically via Grants.gov by 11:59 p.m. Eastern Time on August 24, 2026, with all narrative and supporting documents combined in a maximum of 75 pages. Evaluation is merit-based and non-cost-driven, scoring applicants across seven weighted factors including response quality, resources and capabilities, impact potential, timeline realism, budget reasonableness, and alignment with ACF priorities, with an additional 10-point bonus for explicit alignment with the A Home for Every Child initiative. Award decisions will be made using a trade-off approach, prioritizing overall value and strategic fit over cost minimization, and will consider geographic distribution, service to underserved populations, and portfolio balance.
