Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking proposals for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.

Request for Information – Prophylactic Platform for Medical Countermeasures
Solicitation # W911SR27SPPFC
The Department of Defense, through the Portfolio Management Executive for Chemical, Biological, Radiological and Nuclear Defense (PME CBRND) and the Accelerated Defense Pharmaceuticals (ADP) program, is issuing a Request for Information (RFI) under solicitation W911SR27SPPFC. The objective is to identify capable companies that can advance the development of prophylactic medical countermeasures (MCMs) using existing platform technologies. The program focuses on progressing these countermeasures through Phase I or Phase II clinical trials, with a goal of enabling interim fielding via Expanded Access Protocols or pre-Emergency Use Authorization. The anticipated period of performance is up to four years, with work primarily conducted at the contractor's facilities. Interested respondents must provide a comprehensive capability description, including technical approach, regulatory status with the FDA, cGMP manufacturing capabilities, and a development roadmap with rough order of magnitude cost estimates. Evaluation criteria for future selections will emphasize manufacturing process capability, product safety and efficacy, past FDA experience, and the plug-and-play nature of the platform across various pathogens. Submissions must be delivered as a single searchable PDF, featuring a specific cover page and a core capability description not exceeding four pages. All non-clinical and clinical data must be SEND and CDISC compliant, and manufacturing must adhere to cGMP standards to support an Investigational New Drug application through a Biologics License Application.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

Contract W911QX-21-C-0029 was awarded to Alakai Defense Systems, Inc. by the Department of Defense, specifically the W6QK Acc-Apg Adelphi office, for a total value of 14,844,399.51 dollars. The project focuses on the research, development, test, and evaluation of a Compact Dual-Use Sensing (CDUS) diode-pumped ultraviolet source designed for use in a UV Raman spectroscopic instrument. The primary objectives include developing a compact laser operating below 250 nanometers for fluorescence-free DUV Raman detection, optimizing deep UV Raman signatures and signal extraction, and creating a high-performance, one-handed standoff detection sensor. Due to the innovative nature of the non-commercial research and the inability to accurately estimate costs for these new technologies, the government utilized a cost plus fixed fee contract type in accordance with FAR regulations. This approach allows for the fundamental study of the laser source and light deposition, culminating in the demonstration of an advanced instrument with increased dual-use capability. While this initial phase is cost-reimbursable, the successful execution of these concepts is intended to establish a cost baseline that may support future fixed-price production procurements. Performance for this effort is located in Largo, Florida.

Full Description

In accordance with FAR 16.301-2(a)(1) and 16.301-2(a)(2), the Contracting Officer has determined that a cost reimbursement contract is suitable for this effort as it includes the research, development, production, or application of innovative new technologies and costs cannot be estimated with sufficient accuracy to use any type of fixed price contract type. As such, the uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract type. Since the conditions for a cost reimbursement type contract are present IAW FAR 16-306-(b)(1)(i), a cost plus fixed fee (CPFF) type contract is specifically suitable for this effort since the services are for the performance of non-commercial research, development and experimentation. It is impracticable to secure services of this type without the use of a cost reimbursable type contract, specifically CPFF. The purpose of this acquisition is to conduct basic and applied research and non-system specific developmental of a new diode-pumped ultraviolet (DUV) source for use in an UV Raman spectroscopic instrument. These investigations will include fundamental study of the laser source, its optimized light deposition, Raman signature and signal information extraction. Finally, it is expected that the program will culminate in a demonstration of an advanced instrument with increased dual-use capability. The objectives of this effort are to research and develop a sub 250 nanometer (nm) compact laser for fluorescence free DUV Raman detection, deep UV Raman signatures & signal optimization and develop a one-handed high performance standoff detection sensor. The subject instant action is not feasible for a fixed-price arrangement based on the information in paragraph one (1), however there is potential for a fixed-price contract type for future follow-on production efforts. If the proposed concepts are proven through the execution of this effort, this could establish a cost baseline to support future procurements.
