AI Contract Overview
The U.S. Department of Defense, through the NY National Guard Counterdrug Task Force, is conducting market research to identify commercially available mobile device forensic software platforms that can match or surpass the capabilities of Cellebrite Inseyets Online Pro and Cellebrite Inseyets Unlimited Unlocks. This effort is solely for informational and planning purposes and does not constitute a solicitation for bids or proposals. The Government currently relies on Cellebrite’s suite for automated mobile data extraction, deep forensic analysis, and unlimited device unlocking across eight operational sites, requiring an equivalent solution that supports 14 annual subscription licenses for full forensic workflows and 8 active deployment nodes with unrestricted unlocking capacity. The sought-after alternatives must perform complete logical and physical extractions from modern iOS and Android devices, recover deleted data and parse encrypted applications, generate court-admissible forensic reports with cryptographic integrity verification, and include advanced analytics such as timeline building, geolocation mapping, and cross-case correlation—all without mandating vendor-specific hardware. Vendors are invited to submit capability statements detailing their software’s technical equivalence to the Cellebrite baseline, including product literature, licensing models, hardware dependencies, and evidence of current use in federal, state, or DoD forensic environments. Submissions must also include the company’s profile with Legal Business Name, UEI, CAGE Code, business size status under NAICS 513210, and any applicable government procurement vehicles. Responses are due by July 15, 2026, and no compensation will be provided for the time or expenses incurred in submitting information. The Government reserves the right to follow up with responders for demonstrations, clarifications, or additional details not fully captured in submitted materials, and is explicitly seeking competitive alternatives to enable future acquisition decisions, not to evaluate or procure Cellebrite products. All correspondence and submissions must be directed to the point of contact listed under the solicitation number PANNGB-26-P-0000-038130.

Full Description
This Sources Sought Notice is issued solely for market research, information, and planning purposes. The primary objective of this market survey is to identify alternative, comparable mobile device forensic software technologies capable of meeting the Government's functional requirements.
This notice does not seek authorized resellers of Cellebrite products, but rather information regarding competitive alternative software platforms.
This does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The Government will not pay for any information or administrative costs incurred in response to this notice.
REQUIREMENT BACKGROUND & OBJECTIVE
The NY National Guard Counterdrug Task Force is conducting market research to identify and evaluate commercial forensic software solutions that are technically comparable to the Cellebrite Inseyets suite.
The Government currently utilizes Cellebrite Inseyets as its baseline standard. To establish whether a competitive acquisition can be conducted, the Government is seeking information on alternative, comparable software platforms that can replicate or exceed the functional, analytical, and decryption capabilities of the following baseline items:
- Baseline Component A: Cellebrite Inseyets Online Pro (Part Number: B-CNR-05-001)
- Required Scale: 14 annual subscription licenses.
- Baseline Functional Capability: Automated mobile extraction (Universal Forensic Extraction Device [UFED] equivalent) and deep forensic physical analysis (Physical Analyzer [PA] equivalent) integrated into a single, unified workflow.
- Baseline Component B: Cellebrite Inseyets Online Unlimited Unlocks (Part Number: S-AIS-20-002)
- Required Scale: 8 active deployment sites (licenses to support 8 geographic operations nodes).
- Baseline Functional Capability: Advanced, high-capacity passcode decryption and device unlocking capabilities, allowing unlimited unlocks across multiple distributed physical nodes.
Note: The reference to Cellebrite brand-name products is intended to establish the baseline level of quality, performance, and functionality required and is not intended to limit competition.
TECHNICAL SALIENT CHARACTERISTICS (COMPARATIVE CRITERIA)
To be considered a comparable technology, any alternative software platform must meet or exceed the following functional salient characteristics:
- Extraction and Acquisition:
- Must perform complete logical, physical, and full file-system extractions from modern iOS and Android mobile operating systems.
- Must support data extraction from heavily encrypted applications, deleted data recovery, and system artifact parsing.
- Parsing and Analytical Decoupling:
- Must possess automated parsing, decoding, and indexing engine capabilities.
- Must feature advanced data visualization tools, chronological timeline building, map-based geolocation plotting, and cross-case analysis.
- Must generate standardized, court-admissible forensic reports in formats such as PDF, HTML, and XML, utilizing data integrity verification (MD5/SHA-256 hashing).
- Decryption and Unlocking Capabilities:
- Must provide a proven, high-capacity utility for bypassing locks, pattern screens, PINs, and passwords on a wide array of locked mobile devices.
- Must support unlimited physical unlocking operations for regional teams without per-device extraction fees.
- Must support decentralized deployment across eight (8) separate geographical operations centers.
Note: The functional capabilities and technical salient characteristics listed above represent the minimum requirements identified by the Government at this stage. These comparative criteria are not all-inclusive. The Government reserves the right to contact responding vendors to clarify technical capabilities, request software demonstrations, or determine if their proposed solutions meet other specialized standards, agency integration needs, or security protocols not explicitly detailed in this notice.
SUBMISSION INSTRUCTIONS
Interested vendors of alternative forensic software solutions are requested to submit a capability statement addressing the following:
- Company Profile:
- Company Name, Address, Website, Unique Entity ID (UEI), and CAGE Code.
- Business Size Status under NAICS Code 513210.
- Available Government contract vehicles (e.g., GSA MAS, NASA SEWP V).
- Technical Equivalence Matrix:
- Detailed product literature illustrating how the proposed software matches or exceeds the technical capabilities of Cellebrite Inseyets Pro and Cellebrite Inseyets Unlimited Unlocks.
- Identification of any proprietary features, licensing structures, or hardware prerequisites (if any) required to operate the software.
- Demonstration of the software’s current deployment or acceptance within other Federal, State, or DoD law enforcement/forensic laboratories.
