Solicitation SPE8E6-27-T-0487 is a request for quotations issued by the Defense Logistics Agency Troop Support Construction and Equipment office for the procurement of 167 units of compensation items, identified by NSN 4240-01-663-6651. The requirement specifies a delivery timeframe of 80 days after order, with an original required delivery date of April 22, 2027. The items must adhere to specific technical drawings, including Basic Drawing NR 81361 72004-8-5 and Reference Drawing NR 81361 5-1-4379. A critical quality requirement is that items must have at least 85 percent of their 120-month non-extendable shelf life remaining upon receipt. The contract is designated as a Total Small Business Set-Aside and includes a preference for HUBZone concerns. Due to the nature of the technical data, offerors must possess an approved US/Canada Joint Certification Program certification and DLA approval to access export-controlled data under ITAR or EAR regulations. Quality standards require manufacturers to comply with ISO 9001:2015 or SAE AS9100, and the use of additive manufacturing is prohibited unless specifically authorized. Inspection and acceptance will occur at the origin, and all packaging and marking must comply with MIL-STD-2073-1E and MIL-STD-129. Payment and invoicing are to be processed electronically through the Wide Area WorkFlow system.
