UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation 693JJ918R000037 Compliance and Evaluation Testing of Motorcycle Helmets to FMVSS No. 218 Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ918R000037. NHTSA intends to issue a solicitation for a Full and Open Competition in support of the FMVSS No. 218 Compliance Test Program. Introduction The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA's Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet the applicable safety standards. On August 20, 1973, NHTSA issued FMVSS No. 218, Motorcycle helmets. FMVSS No. 218 was most recently amended on May 13, 2011. The latest amendments revised the requirements for the motorcycle helmet certification label and other labels as well as clarified and added tolerances for certain test conditions, devices and procedures. This contract effort will enable NHTSA to meet its mission by assuring that motor vehicles meet the requirements of FMVSS No. 218. Background FMVSS No. 218 sets forth the minimum requirements for motorcycle helmets. It includes the testing provisions which are necessary to determine whether a motorcycle helmet meets those requirements. The test provisions include an impact attenuation test, a penetration test, and a retention system test. The test provisions also include inspection of the motorcycle helmet's configuration and required labeling. Compliance test procedures are outlined in the NHTSA laboratory test procedure document TP-218-07. Purpose The purpose of this Contract is to procure testing services, inspection services, and reports to assist the Government in its effort in determining whether motorcycle helmets comply with the requirements of FMVSS No. 218, and in collecting data on new testing procedures being considered by the Agency. The Contractor shall be required to furnish qualified technical personnel, facilities and equipment to perform inspection and compliance testing services to determine conformance of motorcycle helmets to the requirements of FMVSS No. 218. At the time of contract award, the Contractor shall have all necessary personnel, facilities and equipment to fulfill contract requirements. Contract Type and Period of Performance NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract whereby Firm Fixed Price Delivery Orders (with Cost Reimbursement elements for Contractor Purchased Test Items (CPTI)) will be issued, in accordance with FAR 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541380 (Testing Laboratories) and not greater than $15.0M The anticipated period of performance is 60-Months, inclusive of one (1) 12-Month Base Period, one (1) 12-Month Option Period 1, and one (1) 36-Month Option Period 2. The work performed under the proposed Contract and any Delivery Orders issued under the Contract shall be accomplished at the Contractor's facilities and those facilities shall be located within the continental United States. There shall be no deviation from or waiver of this requirement. System for Award Management Registration Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. THIS SYSNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is published for informational purposes only and is not to be construed as a commitment by the Government. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov.
