The primary objective is to maximize the recovery and beneficial use of landfill gas while ensuring regulatory compliance, public safety, and the continuity of landfill operations. Technical supporting documentation provided to proposers includes LandGEM emissions models, historical tonnage data, facility layouts, and Phase V gas expansion plans.
