AI Contract Overview
The Department of Defense, through the Air Force Life Cycle Management Center, is seeking industry input for an enterprise-level maintenance license for the Comprehensive Cost and Requirement (CCaR) software to support the entire Department of War acquisition community, including the Air Force, Army, and Navy. The license will enable unlimited access for approximately 24,950 users across all components without user caps, replacing previous named license agreements and aligning with mandatory directives such as DAFI63-101/20-101, Army Regulation 70-1, and ASA(ALT) SAAL-ZR CFO Operating Policy Number 13.3 issued on July 1, 2024. The scope requires the contractor to deliver continuous software maintenance, including automatic installation of all upgrades and patches made generally available, with emergency patches delivered within one week and routine updates scheduled during planned cycles. Performance is also governed by strict help desk support standards requiring a five-minute response time for all inquiries and resolution of non-patch issues within 48 hours, along with monthly status reports tracking ticket metrics and system performance. The system must fully comply with Section 508 accessibility standards and Oracle database performance best practices, with the contractor responsible for ongoing database tuning and security maintenance. The place of performance is Kettering, Ohio, while the contracting office is located at Wright-Patterson Air Force Base in Ohio, with no physical packaging or shipping requirements specified as the deliverables are entirely software and service-based. There is no stated contract value, pricing, or line-item breakdown, as this is a sources-sought notice intended for market research prior to formal bidding. The solicitation, identified as FA877026RB100, was posted on May 14, 2026, with responses due by May 27, 2026, and no formal contract clauses, evaluation factor weights, or award basis are defined at this stage. Offerors must provide their CAGE code and self-certify size status and socioeconomic designations but no specific security clearances, key personnel qualifications, or organizational conflict of interest mitigation protocols are mandated, though the nature of the work involves access to sensitive DoD program and budget data. No options, extensions, or formal period of performance dates are included, and invoicing methods, payment offices, and accounting data are not specified. The government will monitor performance through remote access to help desk systems and review of monthly deliverables, with acceptance tied
