The required system must provide comprehensive, non-partisan, and unbiased monitoring of federal legislation from 1987 to the present, including real-time tracking of bills, amendments, committee reports, congressional records, federal register entries, U.S. Code, hearings, votes, and floor videos. Delivered outputs must include daily newsletters, AI-powered analytics, customizable dashboards, mobile access, and archived content with advanced search functionality across legislation, sponsors, and policy topics.
