INTRODUCTION: Texas A&M AgriLife Research (Agency) is requesting a bid for comprehensive rice farming and Ag services. Bidder shall offer a unit price response for each line item in this bid. Please read the terms and conditions carefully. These supersede any other terms and conditions issued by the bidder. GOVERNING LAW: Any contract resulting from this bid solicitation shall be construed and governed by the laws of the State of Texas. Additional federal terms apply. FEDERAL CONTRACT TERMS: This is a subcontract under a government contract/grant. All terms and conditions attached apply. NAICS code(s) applicable to this contract: 111160 - Rice Farming 112512 - Shellfish Farming 115112 - Soil preperation, planting, and cultivating PAYMENT TERMS: Net 30 days after services are rendered or receipt of correct invoice, whichever is later. INSURANCE: The awarded vendor must provide a copy of their current certificate of insurance, showing the Agency as an additional insured (see exact wording necessary in bold in the Insurance Requirements attachment), before service can be performed. See attached insurance requirements for complete details. QUESTIONS DEADLINE: Any/all questions should be addressed in writing to Tucker Hall via the Q&A Board for this invitation to bid or email at tucker.hall@ag.tamu.edu. All questions must be received on or before Monday, April 21st, 2026, at 3:00 p.m., central time. When deemed appropriate by the Agency, questions will be answered by bid addendum. SERVICE SPECIFICATIONS: See Farm Services Specifications Attachment BLANKET ORDER: As stated above, the quantity shown on this invitation to bid and any resulting contract (master order) is an estimate only based on past yields and are subject to change within reasonable limits. Any resulting contract does not constitute a guarantee of purchase. Upon award of a contract, the awarded vendor must maintain contract pricing for the duration of the term. Price increases during this time will not be acceptable. All invoices must reflect the price bid and must reference the contract number issued by Texas A&M AgriLife Research. TERM OF CONTRACT: Upon Award – December 31, 2026 CONTRACT RENEWALS: Any resulting contract (master order) may be renewed for four (4) additional years, one (1) year at a time, if mutually agreeable to both parties with all the terms and conditions remaining firm. Original Contract: Upon Award – December 31, 2026 Renewal 1 of 4: January 1, 2027 – December 31, 2027 Renewal 2 of 4: January 1, 2028 – December 31, 2028 Renewal 3 of 4: January 1, 2029 – December 31, 2029 Renewal 4 of 4: January 1, 2030 – December 31, 2030 PRICE ADJUSTMENTS: Vendor Requests: Vendors are required to submit price adjustment requests in writing via email to agpurchasing@ag.tamu.edu prior to each renewal date. The deadline for these submissions is December 1st or the next available business day if December 1st falls on a weekend or holiday. Approval Process: Price increases may be implemented only upon mutual written agreement and are capped at 5% annually. Texas A&M AgriLife Research reserves the right to request justification for any proposed price adjustments. Price Decreases: Texas A&M AgriLife Research will automatically apply any price decreases submitted in writing via email to agpurchasing@ag.tamu.edu within the current contract term. AWARD BASED ON BEST VALUE: Texas A&M AgriLife Research reserves the right to accept or reject any or all bids, to waive informalities and technicalities, to accept the offer considered most advantageous and award the bid based on best value criteria. In determining what is the best value to the Agency, the Agency shall consider any or all of the following: Purchase price The reputation of the vendor and the vendor's goods or services. The quality of the vendor's goods or services. The extent to which the goods or services meet the agency's needs. The vendor’s past relationship with the Agency. The total long-term cost to the Agency in acquiring the vend
