The Department of Homeland Security (DHS) is soliciting a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Comprehensive Support to Removal Operations (CSRO) II under solicitation 70RDA126R00000008. This contract supports the Assisted Voluntary Return, Voluntary Departure, and Incentivized Voluntary Departure programs to enhance voluntary return and removal operations. The contract features a base ordering period of one year with two subsequent one-year options, with a minimum guarantee of 2,500 dollars for the base period and a cumulative dollar ceiling of 2.341 billion dollars. Proposals are due by September 8, 2026, at 1:00 PM Eastern and must be submitted to opoindustryliaison@hq.dhs.gov. The award will be based on best value using a tradeoff process, evaluating three factors in order of importance: Technical Approach, Demonstrated Prior Experience, and Price. Technical and experience factors combined are significantly more important than price. Offerors must submit a technical volume, a pricing volume following the provided CLIN structure, and completed representations and certifications. Performance will take place at various ICE facilities and locations both within and outside the continental United States. The contract emphasizes strict adherence to PII encryption and the destruction of controlled unclassified information upon completion of the period of performance.
