SYNOPSIS:


This is not a solicitation announcement. This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the United States Coast Guard (USCG).  


The USCG Aviation Logistics Center is conducting market research to determine repair sources described as follows:


BACKGROUND:


The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research to find a vendor capable of providing Electro-Optical Infrared Sensor System Display units along with repair services for these units. The requirements for the display units are listed in Attachment 1. 


The USCG does not own, nor can it provide specifications, plans, drawings or other technical data.  These items will be solicited by Original Equipment Manufacturer (OEM) part number thus no substitutions will be given consideration. Reconditioned/Used Material is not acceptable. Vendors shall be able to provide necessary certifications including traceability to the OEM, or OEM approval to ensure parts meet the USCG’s requirements and they are capable of providing the requested services. Traceability means that the supplier must be able to show clear, documented, auditable paper trail for ownership and transfer of each part from the OEM to the final vendor. 


Please provide a full capabilities statement of your product with your response to this RFI. Please indicate whether or not your product meets, does not meet, or exceeds the requirements listed in Attachment 1. Additionally, please provide any OEM certifications or approvals you may have stating your facility is an OEM approved repair facility. If your product exceeds the minimum requirements, please indicate in detail how it exceeds.

Responses to this notice should include company name, address, and telephone number, point of contact (POC), details on company quality systems and include documentation that provides traceability to the OEM for each part, complete product details, brochures, etc., which will allow the USCG to understand your product, configurations, auxiliary equipment and options.  Please state the approximate lead-time for acquiring your product and the details and terms of any standard warranty included with the product. Responses can be for all or for a few of the part numbers listed.

(1) Does your company make an EO/IR display unit that meets all criteria listed in Attachment 1?


(2) Is your product readily available for purchase in the commercial market?


(3) Would your company be willing to loan the USCG a display for testing under an executed Bailment Agreement?


(4) Is your business a large or small business and how many employees?


(5) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act?


(6) Is your firm a certified hub zone firm?


(7) Is your firm a woman-owned or operated business?


(8) Is your firm a certified Service-Disabled Veteran-Owned?


(9) Is your product listed on a GSA schedule?


(10) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers?


(11) If possible, any POCs for civilian users for general usage of product questions.  After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the SAM.GOV website.
