Comprehensive Title IX, Equal Employment Opportunity (EEO), and Civil Rights Compliance Services

Metropolitan Community College is seeking a qualified contractor to deliver comprehensive Title IX, Equal Employment Opportunity, and civil rights compliance services to ensure adherence to federal and state nondiscrimination laws. The scope of work includes complaint intake and case management, conducting investigations and hearings, managing appeals, supporting policy and regulatory compliance, delivering training sessions, and providing strategic consultation. Services may be performed on-site or remotely, with all deliverables subject to MCC’s inspection and acceptance prior to payment. The contract requires the use of the Maxient system for case management and mandates strict compliance with Title IX, Title VI, Title VII, the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act, as well as Missouri state laws including the Anti-Discrimination Against Israel Act. Contractors must also comply with FERPA confidentiality requirements, report suspected abuse of minors under Missouri law, and maintain criminal background clearance for all personnel with student contact, with immediate notification required for any felony conviction during performance. The contract is valued at a not-to-exceed amount of $170,000 for a one-year period beginning September 1, 2024, with an option to renew for two additional one-year terms by mutual written agreement. Proposals must be submitted electronically via www.publicpurchase.com by July 15, 2026, and must include detailed information on the proposed approach, qualifications of key personnel, prior experience in higher education compliance, and fee structure. Evaluation will be based on a best-value trade-off model weighing the scope of services offered (30 points), personnel qualifications (25 points), previous experience (20 points), proposed fees (15 points), and additional resources offered (10 points), with cost not being the sole determining factor. Contractors must demonstrate compliance with diverse supplier participation goals by submitting a Diverse Supplier Participation Form and Good Faith Affidavit, and must be enrolled in E-Verify. Insurance coverage including workers’ compensation, general liability, and auto liability is required, along with a W-9 form prior to performance. All work products are considered work made for hire, and intellectual property is assigned to MCC. Contractors must indemnify MCC against liability, maintain strict confidentiality, and fully cooperate with audits. Invoices must be submitted via email or mail to MCC’s Procurement & Contract Services Department; no electronic invoicing systems are used. There is no designated COR, COTR, or PCO identified, and the contract contains no specific CLINs or delivery schedules beyond the performance period.
